I don't know it all, but thanks for returning to the topic of the
thread, which is: how to remove all that debris?
An appropriate reward system would do it, if we could reliably verify
debris removal. How to do that verification is, in fact, the question
I'm posing to the group.
(And of course, we might *also* want to somehow impose penalties for
adding to the debris, but that's a somewhat separate issue.)
