An appropriate reward system would do it, if we could reliably verify
debris removal. How to do that verification is, in fact, the question
I'm posing to the group.

(And of course, we might *also* want to somehow impose penalties for
adding to the debris, but that's a somewhat separate issue.)

What are you going to do, offer the debris big bucks if they choose
certain reentry death? That reminds me, whatever happened to bin Ladin?
If someone gets hit by debris in orbit, who do we invade or nuke?
