An appropriate reward system would do it, if we could reliably verify
debris removal. How to do that verification is, in fact, the question
I'm posing to the group.
(And of course, we might *also* want to somehow impose penalties for
adding to the debris, but that's a somewhat separate issue.)
Doing the reward without the penalty reminds me of the Dilbert cartoon
where the programmers are offered rewards for fixing bugs (but no
penalty for adding bugs). Wally starts rubbing his hands and says
"I'm going to write me a car this afternoon".
