No, thats not true. NASA has achieved great things in the past 40
years. The moon landings. The Saturn V was the greatest rocket to
ever fly.
That was almost forty years ago. The manned space program since then
has been largely a waste of money (as was Apollo, in fact, if the goal
was to get humanity into space).
