I wouldn't have expected the current Shuttle, either. As a vehicle it
was DESIGNED to have high operating costs (which is exactly the wrong
thing to build) in an attempt to lower the initial costs.
The claims for what was being built and what actually got built were
two VERY different things. Sort of like ISS. Any time you have
government funding driving requirements you will get this sort of
thing. The first time something proves harder than originally thought
(and there is ALWAYS something like that) or an 'extra' requirement
gets injected or some such, you will see schedules stretch, budgets
grow, and functionality get jettisoned from the final implementation.
Managers make these sorts of choices all the time in order to actually
get something built. They're just STARTING OUT trying to preserve
jobs (those high operating costs) this time.
