How big is the shortfall? Would Atlas V Heavy be adequate? We should

No it wouldn't. Atlas isn't "man-rated", therefore it can't carry
the CEV. And it isn't a hundred-ton launcher, therefore it can't
carry the fully-fuelled propulsion module that will carry the CEV
to the Moon and back.

NASA will never waive those requirements,...

I thought the label "shuttle-derived" served as an explicit waiver of
the man-rated requirement.

therefore the Ares I and Ares V will still be required.

How wonderfully tautological of NASA to do it that way.

... By using EELV-class launchers you gain the advantage of redundancy if one launcher develops problems. ... That would be fine if all the EELV contenders had exactly the same payload capability and vehicle interface, as then you could design one CEV to fit all of them, but they don't have the exact same capabilities- so you are either going to have to build more than one type of CEV so that it will fit each of them, or go with the one that has the lowest performance when building the CEV to make sure that any of the competing boosters can loft it. ...
