No it wouldn't. Atlas isn't "man-rated", therefore it can't carry
the CEV. And it isn't a hundred-ton launcher, therefore it can't
carry the fully-fuelled propulsion module that will carry the CEV
to the Moon and back.
NASA will never waive those requirements,...
I thought the label "shuttle-derived" served as an explicit waiver of
the man-rated requirement.
therefore the Ares I and Ares V will still be required.
How wonderfully tautological of NASA to do it that way.
