There are people who, for various reasons, would like to go
there. As technology evolves, it will become technically and
economically feasible to do so. And so they will.

So evolving technology *must* make the desires of would be space

I don't know what you mean by *must* in this context. It certainly
has no imperative to do so. It's simply a reasonable extrapolation of
current trends.
