Whoever wins can claim credit. That is why it is a safe move for
Griffin at the time he did it, regardless of the structure of Congress
after this election. By doing what he did, now, he can't lose.

Except that his is not an elected position. He need only satisfy his
bosses, not the voters, directly.

The point is that regardless of who heads the Congressional committees
next year, Griffin made a safe move.
