That's not a given. In fact, it's a damn lie. Hubble funding may be
less than the *total waste* in HEW's budget, but it's not less than

John; The point of my arguments is countering the 'Hubble is eating
money that could be better spent solving problem X' - which is a
fallacy given the money spent on various forms of 'problem X' compared
to the money spent on Hubble.

Hubble is already a demonstrably small priority strictly on these
grounds alone.

So if your priority is, "cut the waste
from HEW's budget, and spend it on Hubble", you'll never actually
get to the part where you spend money on Hubble. If you reverse
those priorities, you'll be spending money you don't have and
aren't going to get.

If the plan is to simply point and shout, "Look! Waste at HEW!",
and hope everyone will be looking the other way while you snag some
money for Hubble, that won't actually work.

I meant neither of these things - and cannot see how you assume I did.
