In large part, it *is.* Imagine what would happen if the troops did
what troops have always done: wiped out whole regions that gave them
trouble. Falluja rises up? In come the Daisy Cutters and MOABs. Someone
kidnaps a corporal? Women and children start disappearing until the
corporal is returned. Roadside bomb? There goes all travel in and out
of town... no food, medicine... nothing.

It's not the Iraqis who would be able to give such a military force
trouble. But the evening news here at home would broadcast every last
crying baby, and there'd be soldiers on trial in about three seconds.
