If the Europeans had to produce business cases during the age of

Nonsense. Sixth-grade history highlights a handful of high-profile
flag & footprint episodes. If you ever trouble to learn more than
that, you'll learn that it was indeed very much "business cases" that
caused those to be *followed up* with a self-sustaining and expanding
enterprise of exploration/exploitation.

Don't understand why you feel the need to be so sneeringly offensive,
but if it works for you. Development follows exploration, but you have
to have exploration first and that historically was either done just
for the sake of it or on a very high risk premise. It was certainly not
done on the basis of any guaranteed return, which is the point.

Few business cases are made on the basis of a guaranteed return. No
honest ones are. Perhaps your ignorance of business explains your
persistence in pursuing your flawed arguments.

I note that you have stopped trying to defend your position and started
attacking me instead.

I'm not attacking you. I'm attacking your knowledge of business,
which is clearly deficient. And I haven't stopped "defending my
position."
