It is possible to test a killer satellite without killing anything. Suppose
your target is a hoop and your goal is to pass through the middle of the
hoop. If you succeed, there will be no explosion. Both the hoop satellite
and the attack satellite should have enough sensors to detect success.
With regard to the definition of explosion:
When I was a kid, used to use dominoes and rubber bands to create rubber
band powered bombs. Dominoes would go flying everywhere. With enough
rubber bands, you should be able to get the explosive force of a fire
cracker.
