Telling between 5 10GW SPSs without the capacity to phase lock together,
with the capabilility to slowly overheat stuff, and ones with the capacity
to phase lock and be more akin to a system able to drop large fuel air
bombs on thousands of targets an hour is hard.

It could be implemented with a few square microns of chip, or a few
lines of code.

The only way to make sure it's not a weapon is to have the design of the
SPS completely open to all who care, as well as inspecting the design,
manufacture and construction at all steps.

For example, you need inspectors at the chip fab plant, that ensure that
the designed chips are being produced, security of these all the way
till the time the system is launched, and beyond.
