No. Kimmel in particular took the warning seriously and put the fleet on
alert. Note that despite it being Sunday morning in home port and a
complete surprise, every Navy AA gun was manned and firing within 10-15
minutes of the start of the attack.

(Unfortunately, he utterly failed to organize a proper joint defence with
the Army -- a disastrous mistake since air defence in general, and early
warning in particular, were Army responsibilities, and Short had basically
dropped the ball. E.g., Kimmel assumed that the Army was flying
long-range recon flights to detect the approach of a hostile fleet, but
they weren't. Despite warm words about Army-Navy cooperation, the Three
Ps -- Plans, Procedures, and Practice -- were completely absent.)

(It probably didn't help that the two services had very different views of
the importance of the islands: being naval commander at Pearl Harbor was
a big, important job, assigned to one of the Navy's best, while being army
commander in Hawaii was an unimportant post in a pleasant climate, an
end-of-career reward for someone who'd been loyal and diligent but wasn't
considered suitable for high command.)
