There's a key difference between ARPAnet and subsidized launches of
H2O however.

ARPANET was created to fulfill a specific and existing need. The
welfare in space program is designed to funnel money to people who
would otherwise be unable to get it, it does not fulfill and existing
needs - and is only useful are some arbitrary date in the future for
some hopeful uses.
