The "Captain Midnight" insident argues otherwise, but that one A: was
more than twenty years ago, and B: involved data rather than command
uplink. Still, I'd be leery of assuming that *all* satellites are
secure against external subversion, and it only takes one LEO bird
with a couple hundred m/s of delta-V and an imaging sensor to make
for a jury-rigged ASAT.
It would have to have a LOT of delta-V since once it started to manevour,
I'm sure SPACECOM would pick it up and have the station move.
As implied by the term, "station", moving is not actually something the
ISS is all that good at. Maximum delta-V of 50 m/s and acceleration of
0.002g or so; pretty much any plausible attacker is going to be able to
match any evasive maneuver ISS makes.
