What's so deceptive about that? He stated they wanted to look into a
space-based missile defense system; Novosti reported that they wanted to
look into a space-based missile defense system.

The Russians reported as a decision already made what Obering
has suggested as an option that needs to be evaluated, after national
debate.

Another example:

Izvestiya, March 29, 2007 pp 1,3

Dmitriy Litovkin and Yelena Shesternina: "Washington Oblast Committee' in
Action"

The United States is going to put an antimissile shield in space. This
was announced yesterday [March 28] by General Henry Obering, head of the
Missile Defense Agency. In his opinion, that is the only way of protecting
America against "the uncertainty regarding future threats of ballistic
missile proliferation." And the most important thing is to enhance the
effectiveness of the missile defense system.
