basically, its a inverted image caused by a reflection of a piece of landscape over the horizon caused by an air inversion.
What he saw was an image of a small town that was around twenty miles away floating in the sky just over horizon from where he was.
During daytime this would look odd; but consider what it would look like at night.
Suddenly a mass of lights appears in the sky near the horizon... some of them changing color from red...to yellow...to green...and then... you pull out your binoculars, and see the strange message that the aliens are sending to us, telling us to stop our evil ways in a cryptic form.
The message consists of two repetitive phrases: "Walk" and "Don't Walk".
Over the past twenty years, the dire threat that humanity has presented to itself has been more appreciated by the space intelligences, and their warnings have come in a more universal form...now, their warning consists of a image of a homo sapiens advancing forward into the future, punctuated by the image of a glowing orange outstretched alien hand...that soon begins flashing, to make the terrible import of its message clear to all. ;-)
