Once you hit senior commander that's pretty much your fate anyway.
This is going to be particular true if you haven't checked the
'squadron XO/squadron CO' box, since they're unlikely to make someone
who hasn't been one of those CAG or give them a carrier to drive when
they make captain.
Serving time at NASA keeps you from checking that box.
Given that and given that he's too senior to be put into a test flight
position, class desk at some PMA is probably the BEST he can hope for.
And this has nothing to do with anything other than him missing some
of those 'career boxes' due to being at NASA.
