NETWARCOM isn't exactly what I'd call "back room". FORCENET and
information operations are sort of central high profile strategic
areas. It also lets him stay in the space area, which sort of shows
he's not being shitcanned.

Compare with the Captain's assignment.

I'd expect that if he stays in he'll make Captain in a few years. Lots
of room to move around inside NETWARCOM (which is run at the top level
by a Vice Admiral) to get 'command' experience (which box he'll need
to check at some point).
