COTOS?

I think he means CTOS. At least that is what the article calls it.

This is the same stuff that happened with the Space Shuttle
Development program. NASA ran out of cash, (So the contractors started
cross-breeding with like programs in the Air Force). Andrews is gonna
come out smelling like a rose. This explains why Space X is getting
all the press in COTOS, (Andrews, NASA, & the USAF, are fixing to pull
a big bait, and switch, (and We get another Shuttle, (Something for
everyone, (That leaves no-one happy)). Well It can't be worse than the
compromises being made to make ARES-1 work, (LOL)!

How do you get this conclusion?

All that's happening is that the Air Force isn't waiting for NASA to
push reusable technologies, because NASA has gotten itself out of the
technology business.

Out of the technology business? What do you call pioneering the use of
IEEE 1394 (aka firewire) as a prototype on the NPP project in a means
to replace IEEE 1553 (Mil-STD, which is now several decades old.

Once 1394 does replace 1553 I am certain that the Air Force will
follow the NASA lead on that technology update and apply it to their
systems as well.

There may be some synergism with COTS (if that's
what you're talking about), but it has nothing to do with NASA
"running out of cash," nor does any of this explain why "SpaceX is
getting all the press in COTOS [sic]." I have no idea what you mean
by a "bait and switch." Nor do I see how you conclude that we'll
"get another Shuttle" (whatever that means).

I wonder if he does as well.

See this link, (and read between the lines):

I did read between the lines, but you're seeing things that aren't
there.
