Yes. There's a good reason for that, despite your living in denial.

You clearly had an overinflated expectations about Saddam regime
capabilities in the late 90s and at the beginning of the millenium. I
know his history, but I also read the UN document that the inspectors
published during the late 90s. He was a cornered animal, his strength
graudally seeping away, most of his armed forces ruined, under
constant flyover vigilance, running what was left of his army on a
shoestring budget, internal regime corruption running rampant at the
same time.

All what was needed was bit more waiting and he´d collapsed on his
own.

Yes. Right.
