Strange thinking since an X-15 pilot needs a full pressure suit to live and
the plane needed a full up reaction control system since it flew so high the
aerodynamic surfaces were completely ineffective. That and it was purely
rocket powered (once dropped from the carrier aircraft), so its engine
didn't need an atmosphere.

Most certainly, as the air at its operational altitudes was to thin,
and air pressure to small. In effect it was necessary to make it into
a full pressure veicle, due to the share pressure difference, and the
pilots had to wear pressure suits, to ensure any chance of survival on
ejection.

The fact is that even in LEO there is still some air present. So, if
space is not defined as full vacume, it has to be defined in some
other fashion.
