Exactly, a vehicle designed to handle Option 2 should be
able to do Option 3 if there is a suitable downrange site.
It's rather impressive how much extra payload that can
mean for a vehicle. At least according to some BOTE
work I did on the concept, it can be as much as a factor
of 2-3x more payload depending on the details.
