Possibly. I'd be worried about the impact of the salt-water
environment on reusability of the system, but it isn't necessarily
a show-stopper.
Irrespective of whether the recovery site is on land or on
ocean, the weather at both launch and reentry site must be
acceptable. This will also adversely influence flight rate.
Yeah, Boost-back RTLS (option 2 in my post) definitely lends
itself to a higher flight rate, quicker turn times, and greater
flexibility.

Excuse me if I barge in,
I´m not a specialist. But I noted when I was compairing the size and
weight of the Kistler launch veicle to the size and weight of extant
non-reuasable launch veicles, that Kistler looked big for the weight
of the payload. You appear to be saying that the extra size of the
veicle as well as the extra fuel it has to carry, do not incur any
significant costs?
