Well, one paper, although it wasn't clear to me exactly how they were
deriving their numbers, is E. N. Slyuta and A. M. Abdrakhimov, and
E. M. Galimov (2007). The estimation of helium-3 probable reserves in

This concentration (on the order of 0.01 ppm) seems to be a common
one. I haven't dug through the papers (for example, the ones at
http://fti.neep.wisc.edu/proj?rm=he3 ) to get a full notion of exactly
where the numbers come from.
