Such arguments usually assume lunar production of propellant (at least LOX).
In that case, yes, EML1 is an obvious location for a fuel (or LOX) depot.
I can think of another scenario in which earth-moon L1 might make
sense: suppose the propellant is still launched from earth, but you
want to use an ion engine (or some other low-thrust engine) to get it
to the vicinity of the moon. The ion engine wouldn't work for people,
because it takes too long and spends too much time in the Van Allen
belts, but it might work for cargo (if you can can make the craft
sufficiently radiation hard and make the economics work given the time
value of money).
It does seem like it would be a second step after an LEO fuel depot,
though. The craft has to get to EML1 before it has any use for a fuel
depot there.
