Both the top page and the specific article worked fine for me.

Too bad the guy's a kook. I killfiled him long ago when it became clear
that he was drawing pretty pictures of everything that popped into his head.
I suspected that some day he'd claim "I thought of that first!". I was
right. On his website is this quote:

This guy's a complete kook. Refueling in LEO has been going on for decades
in the Russian space program. They've been using Progress tankers to refuel
their space stations (including Mir and ISS) far longer than this kook has
been posting his "ideas" on his web pages.

Please killfile gaetanomarano so none of us have to read his drivel.
