Nope. For the last 30 years or so, we have:
Carter (D): reduced the national debt as compared to GDP
Bush (R): increased the debt
Regan (R): increased the debt
Clinton (D): reduced the debt
Bush (R): increased the debt (in fact broke all deficit records)

....Yep, Clinton (D) was the only one of the four to leave things in a
better state than he found them; Regan, Bush, and Bush (all R) left
things considerably worse. (Carter (D) also left things better than he
found them, though he's just outside the range of this graph.)
Rand, I know you're what some might call a frothing Republican, and deny
any evidence that your favored party is screwing up... but these are
facts, as reported by the OMB. I don't see how even you could twist
them to support a nonsensical position. We have a clear 30-year trend:
Democratic presidents result in fiscal responsibility and a reduction of
relative debt; Republican presidents are fiscally irresponsible and
result in increased debt.
Fortunately, indications are good that a majority of the country has had
just about enough of Republican screw-ups for a while, and is set to
correct things next year:
