The likelihood of that happening, given the pace of progress of any of
those countries' programs, is infinitesimal.

Agreed. China seems to be the front runner, but all they currently have is
a manned spacecraft which is very similar to Soyuz in capability. They have
a very long way to go before they could replicate Apollo 11's mission.

And replicating Apollo XI's mission is a long way from "setting up
shop, or industry" on the moon.
