Simple. They know a bit (but only a bit) of chemistry. Boiling point
of water is 100C. Boiling point of hydrogen peroxide is 102C. Dilute
solutions of hydrogen peroxide can be made more concentrated by simple
heating, assuming one is very careful about it.

There are, of course, better ways to go about it.
