Commercial spaceflight is NOT Global spaceflight.
The whole point of COTS is a US solution. It is a US program. It
is not fascism.
Europeans can do a COTS for their portion of the logistics and same
for the Russian
If there was a "global competition", the winner would be Progress
vehicle. ILS couldn't compete and neither could Ariane.
Also Proton and Ariane are heavily subsidized by the Russians and
Europeans and so any of their solutions are not "commercial" neither.
