ISS logistics is not a worldwide market. It is a niche market for
each of the ISS participants.
Commercial does not equate to worldwide. Commercial means reduced or
no gov't involvement. Commercial can happen within one's boarders.
Not every commercial endevour has to be global
COTS is not isolating the US from the world.
