The Ares I SRB has range safety system that would split apart the
casing, shutting it down.
If Clueless would read more, he would have found out that the
Challenger SRB's were blown apart preventing them from reaching land
It is a requirement for all launch vehicles to have such a system and
without one, Ares I can not be flown from KSC
Not, it's not. AMROC's SET-1 vehicle didn't have one, and neither
does SpaceX Falcon 1. I don't think that Pegasus does, either. No
reusable piloted vehicle would have one. It is only a requirement on
a government range, and even there, it can be waived.
It is for KSC/CCAFS
As for an RLV, it depends on the fuel load. Re usability or manned
doesn't mean it automatically doesn't need one.
Unfortunately, Falcon 1 will probably required to have one for other
places than KWAJ since it demonstrated the need for one on its first
launch
The FAA will require such systems on non govt ranges. Waivers will be
a rare event.
