Oddly enough - that includes things that are goverment only activities
with only external competition. (Like warships.)

That's because there's a major disconnect in the market between the
provider and the consumer. Health insurance has been a disaster since
the government rigged the tax system so that you can only get the
deduction for it if you're an employer.
