Notice the difference above. In one case it's INDIVIDUALS spending their
money and in the other it's COMPANIES.
I can pretty much guarantee if Apple announced the iRocket tomorrow which
focused purely on the sort of things that NASA does, there would be a
stockholder lawsuit 5 minutes late for breach of fidicuiary trust.
Public companies can't go spending willy-nilly on anything they want.

That assumes they want to spend money on space launch. There is no
compelling reason for any company to do so. Which is why the
government is in the business of space launch.
