The use of nuclear weapons is not the same as nuclear war. It is not
expected that either Russia or China - or even Pakistan, India, or
North Korea - is going to launch missiles at the United States because
it has decided a nuclear weapon is the most effective or economical
bunker-buster to use in Iran.
