Isn't really even an improvement on Delta IV Heavy, and Atlas V Heavy
if it's ever built.
Remember that the costs of flying launchers are predominantly those of
relevant manpower, not of raw materials.
ESA's products are much better than Delta and Atlas, because the money
spent on making them remains largely in Europe - and a good proportion
of that money does not come from Europe, being derived from sales of
services to outsiders.
