Well, NASA's media photographers, public relations staff, or whatever
they are called.

Still, NASA is a public agency, and if Kerry's own staff had requested
that the photos of him in the bunny suit be taken while he was in the
shuttle processing facility, then it was perfectly reasonable for NASA
as a public agency to post the photos on their website, to show the
candidate's visit.
