In other words, you would return to the failed policy of 1994-2000, except

And that works because the federal government is sovereign over the states.
Russia is a sovereign government. They aren't bound to stop selling to Iran
just because we give them more money. If history is any guide, they will
continue to do so partly as an *assertion* of their sovereignty.

And it *didn't* *work*, hence the unanimous passage of the Iran
Nonproliferation Act of 2000.
