That is indeed the procedure and iots occured before.

No the shuttle is a dead end waste of resources..... Dumb is not cutting your
losses./....

As a matter of fact I have sent letters to that effect. If it were up to me ISS
would be gifted to tthe international partners or deorbited, the shuttles all
moved permanetely to museums.

This would be replaced by using about half of the shuttle budget to design and
build a NEW manned capsule system. the other half into a aggressive robotic
program.

The total spending would be the same but the rewards much greater:)

A new space station would eventually be built, beginning as a man tended
robotic telepresence controlled one. with universities thru out the country
running the experiments. A occasional astronaut visit for resupply and
repair.The station would be a transhab type nweeding a minimum of maintenance.

With orbiters going to all planets, robotic crawlers on all moons and planets
with solid ground, sample return missions from these places we would be getting
lots of interest in space to gear up for a manned mission to mars

A key ingredient wouldbe nuclear propulsion for all outer solar system
operations.

Ditch the shuttle and REALLY do something!
