But what they didn't have was a clear and unequivocal case as to why,
suddenly, Challenger was unsafe to fly. In the end, when challenged
to prove their case, the engineers were unable, or unwilling, to do
so. And we see this again during Columbia when the engineers were
asked to provide a rationale for taking imagery on orbit.
