Absolutely not. Progress itself doesn't have a re-entry capsule. In its
place is an unpressurized section containing tanks (O2, N2, and etc.).
There have been tests of a very small re-entry capsule on Progress flights.
The capsule is ejected from the Progress orbital module after the re-entry
burn. This re-entry capsule bears no resemblance to the Soyuz re-entry
capsule.

Size isn't as important as you'd think. The debris that makes it to the
ground (or ocean) is generally either large and light pieces that decelerate
high up in the atmosphere, decreasing heating (e.g. empty tanks), or are
"heavy" enough that it simply doesn't burn up completely.
