Even if they manage to get a CEV to fly by 2010, it will be a bare bones
early version without any "cargo module". So it might be like a Soyuz,
but NASA will be without the ability to bring up CMGs or other items to
the outside of the station.
And unless NASA issues an RFP *NOW*, it won't have any capabilities to
keep the station supplied by 2010 when shuttle is burried. Has NASA
begun discussions to buy extra ATV or HTVs ? Can either system deliver
outsided cargo such as CMGs ?
And while you say that CEV has budgets now, so did X38, CRV and many
other projects in the last decade, all intended to replace the Shuttle,
all with promises very similar to those of CEV. And after a while, all
had their budget cut.
