As you know, "always" and "not ever" require rigorous proof. If you
have such proof, you should show it -- beginning with STS-1 and ending
with STS-107. (You can skip Mission 51-L.)

For what, failing to answer your question concerning "TBD?" Since the
DOL info is only preliminary, yet *advisory*, what's the problem does
NASA's PAO (or Roger) have with providing an early estimate of these
roll angles? The FAQ gives only a very vague idea of what they should
be:

Shouldn't you expect more from an erudite (tongue in cheek, emphasis on
'rud[e]') "former FDO?"
