My guess is that it would be at least four years
before the second stage would be ready, but then
only for an unmanned test flight. The CEV would
probably take five years, and it too would only
then be ready for unmanned tests. Add a year at
least before the things would be qualified for
crewed flights. So the answer is six years, or
2011.
But I'm only guessing.
