It wouldn't surprise me if it did. The number came from Ed Kyle, who is
usually reliable on this matter (though I admit I have not double-checked
it). I would bet he's including amortized development cost in the per-
flight budget and NASA is not.

Very well then. You're still talking about a vehicle that needs three
launches (two crew, one payload) to deliver to ISS the same crew and
payload that the shuttle delivers now with a single launch. So it needs to
be less than a third of the price to come out ahead.
