But we're not talking about two Shuttle launches per year. The current
manifest, the one that shows 19 more Shuttle launches and needs $22B
to fly out, is 4-5 per year. That's still over $1B per launch, but the
average cost throughout the Shuttle program (not just the last four
years of the program) is in the neighborhood of $600 million per
flight.

Soyuz isn't all that safe with one. Its had the same number of fatal
accidents

And both of Soyuz's fatal accidents were during re-entry, plus a
couple of other near misses, including one just five weeks ago.
