The safety board REQUIRED recirtifaction for extended flying, that sets
the end date.
IF the cost per flight gets too high then that will be a valid reason
to end the program.
example its spring 2007 and foam loss occured again after the flight of
oct 2006, removing the remaining ramp and additional work should fix it
but will take another year.
If 3 years of actual flying time is all that remains, with 4 flights
per year, assuming everything goes perfect the cost per flight would
probably be over 1.5 billion:(
Plus as is there just isnt enough bucks to design a CEV and heavy lift
system unless the current shuttle operating budget gets all used for
the NEW SYSTEM
With Bushes Iraqui mistake who sees a doubling of nasas budget?
A design on the cheap would be worse, leaving us the legacy of another
shuttle compromise.
The BEST option is shop it to private industry!
We need 50 manned and 50 unmanned heavy lifters over 15 year time
frame, all INCOME TAX FREE!
That would get private investment going and result in a low cost
system.
Loral could bid BUT they would be bidding against entrepanuers who have
a real incentive to cut costs!
The same design could then be used for tourism, opening space travel to
the general public!
A lottery might raise billions? for the first lottery winner to space
.
