No. The workers doing the major mods are technicians, while re-
certification is an engineering/managerial task. Different people would be
doing the jobs. The only way to keep the budget constant during that
process would be to lay off the technicians, in which case the workforce
would be disrupted and you'd have a difficult time hiring them back when
it's time to fly again.

In that case, NASA should simply waive CAIB R9.2-1 and keep flying. The
CAIB simply didn't want NASA flying the shuttle to 2020 without re-
certification, and picked 2010 as a nice (if totally arbitrary) midpoint.
